Reporting to the Chief Executive Officer, the Chief Financial Officer will ensure that TransPeshawar controls and manages its finances effectively, and that strategic planning and decision-making are supported by sound analysis..  The CFO must also provide the necessary leadership and support to ensure that the financial affairs are conducted in a transparent and professional manner and financial records are in accordance with the Khyber Pakhtunkhwa Urban Mass Transit Act 2016, Companies Act 2017, the Public-Sector Companies (Corporate Governance) Rules and other applicable rules and regulations.

Key Responsibilities

The major areas of responsibility for the CFO include:

  • Responsible for ensuring that appropriate advice is given to the Board on all financial matters, for keeping proper financial records and accounts, and for maintaining an effective system of internal financial control.;
  • Responsibility for financial reporting and corporate compliance — present the financial statements, duly certified by CFO and CEO under their respective signatures, for consideration and approval of the audit committee and the Board.
  • Ensure the financial affairs of the company are managed in accordance with the Khyber Pakhtunkhwa Urban Mass Transit Act 2016, Companies Ordinance, 1984, the Public Sector Companies (Corporate Governance) Rules and other applicable rules and regulations;
  • Ensure the accounts of the Company are kept up to date, and in a form readily retrievable for reporting to the Board or to Government as required;
  • Ensure accounts receivable and payable are settled with the agreed timeframes;
  • Ensure relevant requests for financial information/briefings or submissions to be prepared for or on behalf of the Company CEO or Board of Directors
  • Ensure the Financial management processes are IT based (i.e. not paper based processes), and records are maintained in electronic form;
  • Ensure the Annual Reporting of the financial affairs of the Company are in accordance with Companies Ordinance, 1984, the Public Sector Companies (Corporate Governance) Rules and other applicable rules and regulations;
  • Ensure the activities of the Division assist the Company establish and maintain a reputation as a respected and professional organization.
  • Other matters as directed by the Board of Directors or as deemed to be required to meet the requirements of the Act.

 

The Specific Responsibilities of the CFO shall include:

  • Compliance with the Act – This shall be maintained at all times and shall include informing the Divisional staff of the meaning and intent of the provisions of the Khyber Pakhtunkhwa Urban Mass Transit Act 2016, and the overall responsibility in relation to the financial management of assigned Declared Projects are fully understood by all.
  • CIPOF Approach – This shall include maintaining a consultative oversight approach where personal engagement, staff skills enhancement and a Company “family team approach” is applied to all aspects of the Company in meeting the conditions of the assigned Declared Project.
  • Professional approach- This shall include regular briefing sessions with team members of the Division as required. These briefings will cover the Division’s ongoing financial and operational performance against performance indicators, and shall when required, result in remedial actions being undertaken in a timely manner to ensure compliance with good company governance principles,
  • Technical Oversight- This shall include an accounting oversight of all accounting processes and the transparency of accounts receivable and accounts payable transactions is maintained at all times.
Key Tasks

The specific tasks shall include but not be limited to:

  • Prepare the annual budgets for the Company, monitor and manage the cash flows, expenses including contract service payments, staff salaries and benefits, and Company operating expenses;
  • Create, coordinate, and evaluate the financial management system and supporting information systems of the company;
  • Obtain, modify, and implement such IT systems as necessary for effective Financial Management, and train or ensure the training of the staff of the section to operate such IT systems.
  • Develop and direct the implementation of strategic business and/or operational plans, finance, and accounting procedures and systems.
  • Maintaining a proper and effective system of internal financial control and exploring opportunities for maximum benefits to the Company.
  • Prepare for Board Approval, all financial processes, procedures, and directives in accordance with legal requirements and National Accounting Standards.
  • Manage the financial processes and all transactions in a transparent and auditable manner.
  • Invest, as required, any funds in a manner agreed to or directed by the Board and KPUMA.
  • Assist the CEO and relevant Director in the contract negotiations for procurement of goods and services as may be required to implement, manage, and monitor the Declared project or any part thereof.
  • Prepare and provide the necessary financial management assistance for any PPP contracts which may be considered beneficial to and are in accordance with the conditions of the Declared Project;
  • In conjunction with the Company HR policy, authorize the hiring and firing of staff of the Division, and undertake an annual review of the performance of staff;
  • Maintain a cooperative, inclusive, professional and outcome focused (CIPOF) team approach;
  • In conjunction with the Managers of other Divisions, undertake regular audits of services rendered against the accounts paid to ensure transparency of transactions;
  • Perform other such duties that may be assigned by the Board or CEO from time to time.
Position Requirements

1. ATTAINMENTS

Qualification

The applicant shall be a member of a recognized body of professional accountants. Candidates having membership from ICAP or ICMAP will be given preference.

Specialized TrainingFinancial Management, Leadership, Strategic Management, Professional Team Building, or any other training considered relevant for the position.

Active affiliations – must be a member of recognized body of professional accountant.

 

EXPERIENCE

Minimum 10 years of relevant post-qualification experience is required for the position. Experience at senior management level of a reputable national /international organization or Private/Public Sector will be an added advantage.

  • Demonstrated proficiency in preparation of budgets, annual accounts, financial reporting, funds management, taxation, and financial analysis, etc.;
  • Proven experience in formulating and implementing financial policies, strategies, and procedures;
  • Proficient knowledge and experience in modern financial management and accounting practices, relevant legislation, policies and procedures;
  • Able to contribute to strategic planning and development as a member of TransPeshawar’s Executive Management Team;
  • Mature, credible, and comfortable in dealing with senior management, line agencies, the general public, and other stakeholders; and
  • Empathic communicator, able to see things from the other person’s point of view.
  • Well-presented and business-like.

 

  1. CIRCUMSTANCES
  • Fluency in English and Urdu. Pashto will be considered an added advantage.
  • Good health, allows to work long and irregular hours (when required).
  • Up to 50 years on closing date of applications
