The Assistant Manager BRT Control Centre will be responsible for assisting the ITS Specialist in the daily management and operations of the Control Centre. This includes working with the Control Centre staff to ensure continuous safety and security surveillance monitoring of BRT stations, , adjoining car parking facilities and other components of the Declared Project in accordance with the requirements of the Company’s obligations. This role is also responsible for assisting the ITS Specialist in the timely assembly of the information required by the Manager and Senior Management of the Company. The role also includes the provision of advice to people calling the Control Room, sometimes in emergency situations.

Key Responsibilities

The position of Assistant Manager BRT Control Centre has as its primary responsibilities:

  • Assisting the ITS Specialist (the Manager) in ensuring the safety and security of all people, assets, systems and procedures engaged in or associated with the Declared Project;
  • Coordinating the efforts of the Control Centre team to achieve operational integrity in its provision of the necessary monitoring of and reporting upon safety and security matters as per the requirements of senior management of the Company,
  • Assisting the ITS Specialist in ensuring the activities of the Control Centre comply with the conditions of the Declared Project assigned to the Company;
  • Assisting the ITS Specialist in the oversight of control operations and network operational performance to ensure that cost effective and consistent disruption recovery responses are initiated and implemented;
  • Assisting the ITS Specialist and ensures a satisfactory balance of On Time Performance (OTP), interdependency and customer service in line with the company’s operating procedures manual;
  • Ensures effective communications with the ITS Specialist and the Control Centre staff at all times.
  • Other responsibilities as requested by Senior Management
Key Tasks
  • Assist the ITS Specialist in the daily operation and reporting of the events as per the Company Operating Procedures Manual;
  • Assist the ITS Specialist in the design, development and implementation of effective emergency response plans through a process of audit, validation and recommendations for improvement;
  • Monitor and assist the Control Centre staff in the daily operations of the Control Centre as required;
  • Contract Management and Contract Compliance of BRT Control System Control Goods and Services contract;
  • Keep continuous efforts and R&D for improvement of Intelligent Transportation, Automatic Fare Collection system, CCTV, Bicycle Sharing System, Bus Scheduling System and other allied ITS systems;
  • Report to the ITS Specialist on the adequacy of the Control Centre’s operational monitoring systems to ensure that it continues to meet the current and future demands of the BRT;
  • Under the guidance of the ITS Specialist, ensure Control Centre staff compliance with the conditions and intent of the Company procedures and the operating manual at all times;
  • Provide operational reports to the ITS Specialist as per the Company’s operating procedures manual or as requested by the Manager;
  • Under the guidance of the ITS Specialist, maintain regular liaison/contact with nominated key stakeholders including Traffic Police, contracted service suppliers and with others as may be required on a an intermittent or emergency basis;
  • Other Control Centre related tasks as may be requested by the ITS Specialist, Manager BRT Control Centre and Senior Management from time to time;
  • Any other task assigned by the Company
Position Requirements
  1. ATTAINMENTS

Qualification

Required

Bachelor degree in Transport Planning and Engineering, Electronics /Telecom/Electrical Engineering, Management or other qualifications of relevance from a recognized university

Preferable

Master degree in Transport Planning and Engineering, Electronics /Telecom/Electrical or related relevant field from a recognized university.

Specialized Training Certification in I.T. Systems, public /urban transport operations management, professional team building and management, emergency procedures training, or any other skills considered relevant for the position.

Active affiliations – membership of recognised Industry or Professional Organisations,

EXPERIENCE

A minimum of 5 years of post-qualification experience with minimum of 3 years’ experience in Automated Fare Collection (AFC) system and /or Bus Scheduling /Fleet Management systems. A minimum of 1 year of experience on similar role will be considered an advantage.

 

  1. EXPERIENCE AND CORE COMPETENCIES
  • Proven experience in effective and reliable team work ,
  • Above average skills in consultative team communications and operational management,
  • Experience in responding to emergency response and mitigation measures,
  • Experience in public speaking, PA or radio and excellent manual dexterity and hand-eye co-ordination in order to operate Control Centre cameras and remote tracking equipment.
  • Competence in using surveillance technology, related computer equipment and software.
  • Experience in operation and maintenance of ITS system or handling of ITS system,
  • Experience in development of ITS software /hardware related to IT equipment,
  • Demonstrated ability to deliver reports and agreed actions in a timely manner and within budget,
  • Demonstrated ability to take responsibility in accordance with sound management principles,
  • A knowledge of the passenger transport sector in Pakistan, its challenges and opportunities.
  • Mature, credible, and comfortable in dealing with management, line agencies, general public and other stakeholders; and
  • Empathic communicator, able to work with a team and see things from the other person’s point of view.
  • Well-presented and business-like.

 

  1. CIRCUMSTANCES
  • Age Up to 35 years on closing date of applications
  • Fluency in English and Urdu.

Good health, able to work long and irregular hours (when required).
