OVERALL ROLE:
Reporting to the Manager Procurement; Procurement Officer will be responsible for managing all procurement activities in accordance with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules. This role involves planning, execution, monitoring, and reporting of procurement processes to ensure transparency, cost-effectiveness, and timely delivery of goods, works, and services.
KEY RESPONSIBILITIES
The position of Procurement Officer has following primary responsibilities:
1. Procurement Planning & Management
- Develop and implement the annual procurement plan aligned with budgetary provisions and project needs.
- Coordinate with departments to gather procurement requirements and prepare consolidated plans.
- Identify procurement methods (open bidding, request for quotations, direct procurement, etc.) in line with KPPRA rules.
2. Tendering & Bidding Process
- Draft and advertise tender notices, Request for Proposals (RFPs), and bidding documents in compliance with KPPRA regulations.
- Manage the prequalification of suppliers and service providers where required.
- Organize and participate in bid opening committees and evaluation committees.
- Assist in bid evaluations (technical and financial) and maintain comprehensive documentation.
3. Contract Management
- Facilitate the drafting and execution of contracts with selected suppliers/contractors.
- Monitor contractual performance and ensure timely delivery and quality assurance.
- Maintain procurement records and contract databases.
- Handle contract amendments, renewals, and dispute resolution support.
4. Compliance & Reporting
- Ensure procurement practices comply with KPPRA rules and donor regulations (if applicable).
- Prepare procurement reports, audit responses, and updates for internal and external stakeholders.
- Maintain transparency, fairness, and integrity in all procurement dealings.
5. Supplier Management
- Develop and maintain a supplier database.
- Conduct market surveys and supplier assessments.
- Foster effective communication with vendors and resolve procurement-related issues.
6. Coordination & Support
- Collaborate with finance, technical, and project teams to align procurement with operational goals.
- Provide technical guidance and training to junior staff on procurement processes.
- Liaise with external auditors, regulatory bodies, and oversight institutions as needed.
POSITION REQUIREMENTS
- ATTAINMENTS
Qualification
At least 16 years of education in Civil Engineering, Commerce, Business Administration, Economics, IT/Computer Science or related fields from a recognized university.
Specialized Training – Public Procurement Rules/Regulations, Contract Management, Tendering/Bidding Processes, Vendor/Supplier Relations or any other skills considered relevant for the position.
Active affiliations – membership of recognised Industry or Professional Organisations.
EXPERIENCE
At least 05 years of post-qualification experience. 02 year of experience in procurement, preferably in the public/private sector or donor-funded projects will be considered an advantage.

- CIRCUMSTANCES
- Fluency in English and Urdu. Pashto will be considered an added advantage.
- Good health, allow to work long and irregular hours (when required).
- Age up to 42 years on the closing date of applications.
