The Transport Planning and Operations Specialist will be responsible for the preparation of service plans and route structuring of the direct services of the Declared Project in preparation for and during the operation of service contracts. This position will also update the route service plan and (when necessary) the route structure of the Declared Project as it expands from the initial BRT alignment structure to the full direct service network.

Key Responsibilities

The position of Transport Planning and Operations Specialist has as its primary responsibilities:

  • Ensure the development of the route network and resultant service patterns for both contracted and non-contracted public transport services are prepared in accordance with the conditions of the Khyber Pakhtunkhwa Urban Mass Transit Act, and the conditions of the Declared Project assigned to the Company;
  • Ensure the preparation of specifications of these services are prepared in a timely manner, in cooperation with other staff members of TransPeshawar who are responsible for the financial aspects and are capable of accommodating the anticipated passenger demand levels provided by KPUMA;
  • As requested by GM Planning and Construction, prepare route network and service plans as options for consideration in the ongoing evolution of the Declared Project during the contract period as demand levels grow and adjust over time.
  • Ensures effective communications on these aspects with the Division Director and all relevant staff
  • Other responsibilities as are requested by the GM Planning and Construction from time to time.

The major areas of responsibility for the Transport Planner and Operations Specialist include:

  • Provide advice on the ongoing evolution of the public transport route network and service plans for the Declared Project as requested by the GM Planning and Construction and in concurrence with the conditions of the Act;
Key Tasks
  • Perform GIS Analysis for transport planning and route optimization of the ZU Network.
  • Analyse current and future passenger demands for subsequent use in the development of new public transport routes and the development of new or upgrading of the existing service plans to meet current and anticipated passenger demands;
  • Development and the upkeep of the transport demand model used to estimate future passenger demand levels;
  • Other tasks as requested by GM Planning and Construction from time to time.
Position Requirements
  1. ATTAINMENTS

Qualification

Required

Bachelor degree in Civil Engineering, Transport Planning and Engineering, Transport Planning or relevant qualifications from a recognized university

Preferable

Master degree in Civil Engineering, Transport Planning and Engineering, Transport Planning or relevant qualifications from a recognized university.

Specialized Trainingtransport demand modelling, transport planning, Transit Oriented Development, bus route planning and scheduling or any other skills considered relevant for the position.

Active affiliations – membership of recognised Industry or Professional Organisations,

EXPERIENCE

Minimum of 08 years of post-qualification experience in transport planning, GIS analysis, route structuring and related operations. A minimum of 2 year of relevant experience in a similar role will be considered an advantage.

 

  1. EXPERIENCE AND CORE COMPETENCIES
  • Experience in public transport network planning,
  • Knowledge of the essentials of route network and service planning to accommodate current passenger demand in the most efficient manner,
  • Proven experience in working in multidisciplinary team and to pre-agreed timelines
  • Excellent skills in communications on the relevant transport related technical matters,
  • Experience in developing and using and updating passenger demand models (or the oversight of such tasks), in estimating future passenger demands for the public transport network within the Declared Project,
  • Demonstrated knowledge of the passenger transport sector in Pakistan, its challenges and opportunities.
  • A team player and able to work within a multidisciplinary work place.

 

  1. CIRCUMSTANCES
  • Age Up to 50 years on closing date of applications
  • Fluency in English and Urdu, would be an added advantage.
  • Good health, able to work long and irregular hours (when required).
