OVERALL ROLE:
Reporting to the Manager Infrastructure; Assistant Manager Infrastructure assist in the planning, development, and management of infrastructure project and system planning for the BRT corridor, ensuring timely implementation, integration, and compliance with relevant standards and regulations. This role supports GM Planning & Infrastructure in the development of sustainable transport infrastructure aligned with urban mobility goals.
KEY RESPONSIBILITIES
The position of Assistant Manager Infrastructure has following primary responsibilities:
1. Infrastructure Planning
- Assist the higher management in the formulation of short-term and long-term infrastructure plans for the BRT system.
- Coordinate with engineering consultants and contractors for design reviews and technical assessments as per directions of senior management.
- Support in infrastructure expansion planning, feasibility studies, and layout development.
- Evaluate and recommend upgrades to support future transit demand, technology enhancements, or safety improvements.
2. Preventive & Corrective Maintenance
- Prepare and monitor Preventive Maintenance Schedules for infrastructure components including bus stations, platforms, pavements, drainage, electrical systems, and mechanical installations.
- Coordinate corrective maintenance efforts for reported defects, breakdowns, or structural issues.
- Maintain a maintenance logbook system, tracking all infrastructure repair and maintenance activities.
3. Contractor & Vendor Supervision
- Assist in drafting technical specifications and terms of reference for maintenance contracts and procurement.
- Oversee performance of contractors, ensuring compliance with SLAs and safety protocols.
- Support contract management through site inspections, quality checks, and progress reports.
4. Asset Management & Record Keeping
- Maintain up-to-date asset inventories and track lifecycle status of infrastructure assets.
- Support implementation of Computerized Maintenance Management Systems (CMMS) or similar platforms.
- Ensure proper documentation and drawing records for all infrastructure elements (CAD drawings, O&M manuals, etc.).
5. Safety & Regulatory Compliance
- Ensure that all infrastructure-related works follow engineering codes, environmental regulations, and safety standards.
- Conduct or participate in infrastructure safety audits.
- Support the response and recovery plan in case of structural failures, weather events, or vandalism.
6. Budgeting & Reporting
- Assist in cost estimation, budgeting, and financial planning for infrastructure maintenance projects.
- Prepare periodic reports on maintenance status, upcoming requirements, and capital project updates.
- Monitor and report budget utilization and deviations to the senior management.
7. Coordination & Liaison
- Liaison with urban development authorities, utility agencies, and traffic police for BRT corridor maintenance and right-of-way issues.
- Coordinate with operations, safety, and IT departments to ensure multi-disciplinary integration.
- Attend inter-departmental meetings, represent the planning & maintenance initiatives in project reviews.
POSITION REQUIREMENTS
- ATTAINMENTS
Qualification
At least B.Sc degree Civil Engineering, or Transport Planning and Engineering, or related fields from a recognized university. Foreign qualification will be considered an added advantage.
Specialized Training – Project Management, Infrastructure Planning, construction management, transport modeling or any other skills considered relevant for the position.
Active affiliations – membership of recognised Industry or Professional Organisations.
EXPERIENCE
At least 05 years of post-qualification relevant experience. 03 years of experience in a similar role and in similar sector will be considered an advantage. Relevant International work experience will be considered an added advantage.
- CORE COMPETENCIES
- Proficiency in infrastructure needs assessment, capacity planning, and service route optimization.
- Urban and transport planning knowledge specific to BRT systems, including station design, bus lane layout, and pedestrian access.
- Competence in preparing and executing preventive maintenance schedules for BRT infrastructure (e.g., stations, pavements, terminals, depots etc),
- Exposure in managing infrastructure asset inventories, condition assessments, and life-cycle planning.
- Familiarity with quality assurance/quality control (QA/QC) standards and material testing procedures.
- Proficiency in conducting routine inspections of BRT corridors and facilities to identify maintenance needs.
- Competence in preparing maintenance tender documents, evaluating bids, and managing vendor performance.
- Monitoring contractor compliance with maintenance KPIs, timelines, and safety practices.
- CIRCUMSTANCES
- Fluency in English and Urdu. Pashto will be considered an added advantage.
- Good health, allow to work long and irregular hours (when required).
- Age up to 42 years on the closing date of applications.
